Your proposals are too detailed. A detailed proposal = free consulting. Send a 1-page brief. Also, never send a proposal without a verbal "yes" on budget first.

Stop calling them proposals. Call it a "project brief" and charge $500 for it. Either way you get paid for your thinking.
